Because a single storm can carry more than one hazard tag (a squall line can produce both wind and flood records), the per-type counts can legitimately add up to more than the consolidated total. Sub-severe statements (radar-indicated gusts of 40+ mph or hail of 0.5"+) are included at a distinct moderate tier and never counted as severe.
